To begin, in the public sector especially, certain projects come along, with a sum of money earmarked against their delivery, in simple terms, like dividing up a pie and that’s your slice.

Initially, a series of options are normally generated, with 1 (Do nothing), 2 (Do minimal) and followed by each of the options for consideration.
