DfI response to governance concerns; forwarded to NIO

Further to Secretary of State Hilary Benn MP’s correspondence of 26 February 2025 (Ref: MC/25/62) regarding the Strangford Lough Crossing proposal, I am forwarding for information the Department for Infrastructure’s internal response, namely ‘Raising a Concern investigation’.

DfI has concluded their investigation and considers the matter closed, finding no evidence to substantiate the governance concerns raised. The investigation response is notably circular in nature, defending inadequate procedures by confirming those procedures were followed, without addressing whether the procedures themselves are fit for purpose. The response concentrates on procedural compliance rather than engaging with the substantive technical and governance issues raised, including cost estimation methodology, conflict of interest concerns, and ministerial briefing adequacy.

I am providing this correspondence to the Northern Ireland Office for your records, particularly given the Secretary of State’s previous engagement on this matter and his stated commitment to infrastructure development as a key component of the UK Government’s growth mission.

Michelle McIlveen MLA and former Road Minister has called for a feasibility study into a permanent crossing as part of a solution into chronic congestion around Newtownards and this DfI response gives reason to escalate the matter to NI Public Services Ombudsman and wider public media.
